We have checked with our reseller and they said they have already contacted to you to resolve this problem. And now they only ask you to submit Confirmation of Registrar Transfer Request form and charge a fee for the tranfer service. This does not violate any ICANN policy.

My registrar is charging me a fee to transfer to a new registrar. Is this allowed?
Yes. Registrars are allowed to set their own prices for this service.

Our reseller said once you submit Confirmation of Registrar Transfer Request form and pay the transfer fees,the will send the authorization code to the Administrative Email immediately.
